Every shift must be covered by someone certified for it.

Nobody works two places at once.

Availability is sacred. If someone has to leave, they leave.

Hour caps are hard caps. 40 means 40.

Preferences can bend. It costs you nothing on the scoreboard, only on your conscience.

A shift may be split once, at the top of an hour. Splitting is a move; merging back is free.
