A COMMON COMPLAINT among working parents is that child care has become too expensive. In surveys, couples often say they cannot afford to have their desired number of children. Governments across the rich world, under pressure to boost fertility rates and keep women in the work force, are trying to address such concerns. A new generation of socialist politicians want to make child care completely free—a pledge that is proving popular with voters.
