Did Frank Herbert Predict Bistable Displays Like E-Ink?

In Frank Herberts short story The Tactful Saboteur (1964), the BuSab agent Jorj X. McKie uses an odd substance called chalf, also known as quick-scribe powder.

He scatters the metallic powder on a desktop and then uses a special chalf-memory stick to instantly form precise symbols, diagrams, or text in the powder.

McKie brought a white vial from his copious jacket, scattered metallic powder on the desktop

...McKie held a chalf-memory stick over the dusted surface. A broken circle with arrows pointing to a right-hand flow appeared in the chalf.

The powder acts as a reusable medium that can be quickly written on and erased, or rewritten, functioning like a dynamic, physical display surface.

In fact, it functions a lot like an E-Ink display. In E-Ink, also called an electrophoretic display), the "chalf" or in this case the tiny microcapsules that contain a clear fluid in which negatively charged black particles and positively charged white particles, electrodes above and below briefly apply a charge. This brings either black or white particles to the top.

Like a chalf memory powder display, the E-ink display is bistable - that is, it remains in place without additional power.
