About 99% of all search queries in Europe are answered by just two companies, both of them US-based. The remainder is supplied by a Russian state-owned company. All other relevant search engines are run on data from the above.
Technological dependency of the European digital economy is massive. New AI technologies need huge amounts of data, often including a large web index. Today, they need to reach out to their competitors for access.
We face significant challenges in today's digital landscape, including inadequate data security, insufficient privacy protection and environmentally unsustainable practices.

What is the aim of European Search Perspective?
We are building a European web index, i.e. a comprehensive directory of websites and digital content. This index can be syndicated by search engines and serve as a key resource for the European data industry, e.g. providing a transparent and secure data pool for new AI technologies. In this way, we want to offer companies and citizens a new foundation that leads to more pluralism, security and souvereignty in the digital world.
What is a web index?
A web index is a large database in which information about websites and their content is stored. The aim is to enable users to search and find content on the internet quickly and easily. Storing and updating an index of the entire internet is very expensive and complex. It requires constant updating by web crawlers that scour the internet for new websites and collect information about their content.
Why do we need a European web index?
Today, Europe receives 99% of the answers to search queries from external infrastructures. We believe, however, that a higher level of digital sovereignty is essential for a functioning democracy and economy. With our new web index, we are creating a European perspective on politics, culture and values.
