OpenAI gave Codex users a way to save rate-limit resets, but a 30-day expiry and uneven visibility have turned a useful feature into another thing developers have to monitor.

Codex users are not angry because OpenAI put a limit on a free bonus. They are angry because the product calls these resets banked, then lets them age out on a clock many users do not see clearly enough to plan around.

OpenAI's June 11, 2026 release notes say eligible Plus and Pro users received rate-limit reset banking, including one free reset at launch and referral invitations from inside the Codex app. When an eligible invitee sent a first Codex message, both people received another banked reset. The same release note states the hard part plainly: banked resets are usable for 30 days after they are granted.

Thirty days is not a bank. It is a short-dated coupon.

The complaints are now sitting in public. GitHub issue openai/codex#28888, opened on June 18, asks OpenAI to extend the expiration window beyond 30 days. The author gives ordinary reasons, not edge cases: vacation, travel, sick days, or a period when you simply do not need Codex heavily that month. That is exactly when a banked reset should be useful. If it expires before the next burst of work, the feature has missed its own point.

OpenAI's own Help Center now says referral rewards that grant a banked Codex rate-limit reset must be used within 30 days after being added to the bank, unless the offer says otherwise. That confirms the policy. It does not solve the product problem. A rule can be documented and still be badly surfaced in the workflow where people actually make decisions.

The OpenAI Developer Community forum shows the practical mess. One July 13 thread described a Windows user who saw four banked resets on July 8, used one, then later saw only two remaining with expiration dates of August 1 and August 12. Another forum thread from July 2 captured the simpler confusion: a user could see three resets but said they had no idea when each one expired. OpenAI Support replied that the current UI did not show the expiration date for each individual banked reset and said the feedback would be passed along.

That answer matters. It means users are not merely failing to read the fine print. In at least some places, the interface itself has not given them the full expiry picture.

The growth story explains the pressure

Codex is growing into a compute-management problem in public. OpenAI said in an April 2 product post that more than 2 million builders were using Codex every week, while Codex use inside ChatGPT Business and Enterprise had grown six times since January. By July 21, Bloomberg reported that OpenAI had reached 10 million users across Codex and ChatGPT Work, nearly double the level from earlier in the month. TheNextWeb covered the same figure and made the useful caveat: this was weekly usage across two agentic products, not paid seats or revenue.

Still, the direction is clear. More agent work means more long-running tasks, more token consumption, and more pressure on OpenAI to ration access without turning the product into a billing maze.

OpenAI has been changing that maze quickly. On April 2, the company moved Codex pricing toward token-based usage, according to its Codex rate card, and introduced pay-as-you-go Codex seats for teams. The same day, OpenAI lowered annual ChatGPT Business pricing from $25 to $20 per user per month. A $100 monthly ChatGPT Pro add-on later gave heavier users more room to work, with a temporary usage boost that ran through May 31.
