The Cold War between the United States and the Soviet Union might have ended in 1991. Still, it appears a new Cold War has begun between the United States and China, this time in artificial intelligence. And now, each side is trying to build alliances to compete in this new era of AI rivalry.
Reuters reports that the United States has warned its allied nations against cooperating with China on AI projects, forcing them to pick a side in the ongoing battle between the two world superpowers.
The outlet says the United States has told other nations that “they will be excluded from a US-led AI coalition if they also sign up for Beijing's competing framework.”
China claims to be one of the biggest producers and exporters of key minerals used in the semiconductor industry and by chipmaking firms. Following the US-led crackdown on China’s chip industry and efforts to prevent Beijing from accessing the latest NVIDIA chips or chipmaking equipment from Dutch firm ASML, China also curbed the export of those key minerals to foreign countries, including the United States.
In response, the United States launched the Pax Silica initiative last year to reduce the supply chain’s reliance on China and prevent potential disruptions. But China didn’t sit idle. It also launched the so-called “World Artificial Intelligence Cooperation Organization,” which promotes Chinese-made open-weight AI models to counter Western models.
The United States has now reportedly asked its allies and other countries seeking to cooperate with Washington in AI to pick a side and "choose deliberately," with no room for playing both sides.
"To be part of everything is to be part of nothing. Signature of the Pax Silica Declaration is not merely a membership subscription, but a commitment," the draft letter, prepared by the State Department, apparently says. "It cannot be held alongside membership in duplicative initiatives whose expectations conflict with our own."
Though the letter doesn’t specifically mention China, it is the only country that can now rival the United States in the ongoing AI race. Chinese companies such as Moonshot AI have recently released models that are reportedly capable of challenging the most powerful models developed by OpenAI and Anthropic.
