I recently lost a case because of this. Occupants admitted they'd never paid rent, never been asked for rent. Owner was trying to get them out to sell before losing the property to foreclosure.
The fact their deceased relative had allowed them live to there free made them tenants at will, the judge ruled.
And LA's ordinance doesn't distinguish between a paying tenant with a lease, or any other type of "tenant." Or even a nontenant who is allowed to be there for whatever reason. Isn't this a round about way, with a couple extra steps thrown in, to a government taking. The govt in this case has stripped the rightful owner of their property rights.
